Niezależni obserwatorzy zgłosili liczne naruszenia i oszustwa w trakcie liczenia głosów. Dopisywane były dodatkowe głosy, aby zwiększyć frekwencję. Dodatkowo wyborcy byli wożeni między lokalami i głosowali kilkukrotnie. W jednym z lokali wyborczych obserwator naliczył łącznie 250 głosujących, a oficjalne dane z lokalu pokazały 576 głosujących.
